Safe Browsing block alerts. When operator alerting is configured, a refused Safe Browsing build now sends the operator an email with the full target URL, threat type, submitter IP, and timestamp. Alerts are sent asynchronously and throttled, while every flagged build continues to receive its 403 refusal; without alerting configuration, the notification is silently skipped.
